no download possible with left mouse klick on target

Had this probleme since a couple of Mozilla versions. When I left klick on a
link to start the download of the target file I get the following message box: 

"c:\bla\example.exe could not be saved, because the source file could not be read.
Try again later, or contact server administrator."

This happens also to a new, clean profile and happens to all download targets.
A download ist possible with right click followed by save as.

Steps to Reproduce:
1. Try to download a file by left clicking on the HTML link.

Actual Results:  
download starts - but will not be finished. A txt box appears:
"c:\bla\example.exe could not be saved, because the source file could not be read.
Try again later, or contact server administrator."

Expected Results:  
open download manager an save the file to lokal disk
well soved with the install of 1.5b
