This is useful because it means for short vertical pages the design of the site does not 'jump' when going form a short to a tall page. Reproducible: Always Steps to Reproduce: Expected Results: Have a disabled scroll bar on the right of the browser window when page fits entierly inside window

Can you explain what you mean by "doesn't really seem like sane UI"?
