Currently, junk filtering is applied before message filtering. Because junk
filtering requires downloading the message bodies, the efficiencies benefits of
IMAP are completely negated. Performance is slow when junk filtering is enabled.

If it were possible to apply some message filters to scan headers before
applying junk filtering, then the cohort of highly predictable messages (e.g.
widely known viruses) could be deleted first. Then there would be less to
download and less to pass through the junk filter and subsequent filters.

RFE: show the junk filtering as a 'standard filter' in the message filters
dialog, so that it can be sorted into the order that the user prefers. User's
filters can be put either before or after the junk filter, normally after.
