At present, if one wishes to enable junk mail controls in Thunderbird, he/she
must go to Tools>Junk Mail Controls... and then click on the Adaptive Filters
tab to "enable adaptive junk mail detection."  However, the tab that comes up
first is settings for the Junk Mail controls, and since bayesian filtering is
turned off by default, all these options in the first tab are pretty much grayed
out.  I think this can pose a point of confusion for users looking into Junk
Mail controls.

Suggestions that I think can help:
Move the "enable junk mail filtering" checkbox option to the front tab.  Keep
some of the original options onto the front tab too, so that it doesn't look so
sparse.  Perhaps move White Lists to its own tab too?
Move the "Account" option to above the tabs, so it's clear all the options are
performed on a per-account basis.  Incidentally, this would also solve bug 217258.

this is a problem on mac/macOS X as well, but since i'm not owner, i cannot change HW/OS to 'All'

In my opinion the whole junk mail controls UI needs an overhaul. Junk mail
detection is a well integrated feature, so its settings should be integrated in
the existing options dialog as well. I see no reason for a separate options
dialog just for junk mail controls.

Additionally to the bug reporters suggestions i find selecting an account in a
drop down box which changes the meaning of the options below kind of unique and
inconsistent in the whole interface. I suggest to put that directly into the
account settings interface or design the junk mail controls similar to the
account settings dialog (list of accounts in the left column, options to the right).
I'm not an UI designer and there may be better suggestions than mine. I just
wanted to emphasise, that this piece of Thunderbirds UI looks non-integrated and
unintuitive and needs some work until version 1.0.
Is anyone working on this, or designing dialog elements (per comment 2) for Options settings.

I agree on the dupe.  Albert, if you find there are deficiencies in the way junk controls are being handled in TB 2.0 (either in a nightly or after the release), please open a new bug for those.
