Using the latest NVidia drivers (6.14.10.4523) on a TNT2 Ultra card, moving the
cursor around in the mail/news window causes 100% cpu usage and choppy movement.
It appears to be especially bad when the mouse crosses a frame boundary (i.e.,
from message display area to message list area).

Rolling back the drivers fixes the problem. Since this has happened with several
generations of NVidia drivers, it seems that it might be a performance issue in
Mozilla that is being exposed by newer drivers.

And why is this a mozilla problem if many other video cards with differnt
drivers don't have this problem ?
(for example my nvidia Ti4200) 

isn't it a driver bug that you should have reported to nvidia ?
Because it only happens in Mozilla. Why would anything be a Mozilla bug under
those criteria? "Oh, Mozilla crashes on Windows...report it to Microsoft".
It would be a MS bug if you had this "Oh, Mozilla crashes my win2k/XP".
I don't think that this is a mozilla bug because older drivers are working fine
and i have no problems with recent drivers with my nvidia card.
Right, but it doesn't crash my video card, or my video card drivers. You can
lead a horse to water, but you can't make him understand.
