Without a URL where you saw this or a testcase, this bug is invalid for lack of
useful information. How is anyone supposed to troubleshoot the problem?

I will close and retract this bug report. I tested again the frame, both online
and offline, and both works.

Maybe something wrong with my computer, and not Mozilla. If I catch the bug
later, I will report it again.
