When typing a key with focus on a closed XUL menulist entries starting with that
key are not selected.  This is standard platform behavior on Windows to do so.

On the converse, if you open the drop down list and type a key, the first entry
is selected as expected.

Steps to Reproduce:
1. Open a new compose email window
2. tab to the to: field. 
3. Type 'c".

Case 2: 
1. Open preferneces in the browser
2. Click on the Navigator/Internet Search tab
3. Press tab to move focus to the "Search using" drop down list
4. Press 'g'
Actual Results:  
Nothing happened.

Expected Results:  
"Cc:" in case 1 or "Google" entry in case 2 should be selected from drop down list.

This is related to a PR in mailnews.  In previous versions of netscape mail, it
was very easy to quickly change all the "cc" in an email to 'to:" or other such
manipulations.  Not you have to annoyingly click on every drop down list and
change it.

This bug has had no comments for a long time. Statistically, we have found that
bug reports that have not been confirmed by a second user after three months are
highly unlikely to be the source of a fix to the code.
