21988 - personal toolbar doesn't load in any new browser windows until after bookmarks menu item selected

when i start a single instance of the browser, the personal toolbar loads up
correctly. when i create a second browser window, there is no personal toolbar
-except- for the 'Bookmarks' menu.

when i select the 'Bookmarks' menu, mozilla sits and thinks for a bit, and then
the personal toolbar comes up.

this occurs on a cvs build from 12/16 am

i've been using my own bookmarks. it seems to work with the default provided
from cvs, but mine still break it. i've submitted as an attachment, and
reopened...

the bug of the personal toolbar loading up on new windows seems to be fixed from
yesterday's build, although now any items that have a submenu are in black, and
are unreadable against the dark blue background....

BULK MOVE: Changing component from XP Menus to XP Toolkit/Widgets: Menus.  XP 
Menus component will be deleted.
