219900 - preferences/options not being saved

the entire options dialog seems not to be saving changes when you hit ok.  my
steps below are for cookies, but i think everything else is broken too (save
form info, save password info).

this just started happening to me, in both 20030921 on mac os x (jtalkington)
and 20030917 on win2k (official).

Reproducible: Always

Steps to Reproduce:
1.start with clean profile
2.start firebird
3.open options dialog, see that cookie preferences are accept
4.change to accept but ask first, hit ok
5.visit a website that sets cookies
6.note that you aren't asked about the cookies
7.see that the cookie was in fact stored by going back to the options dialog

Jonathan, I can't verify this with my 2003-10-27 build on WinXP. Could you
please retest with a current nightly? Mike, do you see this on Linux and Windows?

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs,
filter on "beltznerLovesGoats" to get rid of this mass change
