I did a simple search looking for a bugzilla bug on WinNT 1999121612, and when the bug list began to load the screen started flashing black in between redrawing the page. At first I thought it was a new reflow feature (going black) but then it took forever to end. Also I have reflow preferences in my prefs.js file: user_pref("content.notify.backoffcount", 2); user_pref("content.notify.interval", 4000); user_pref("content.notify.ontimer", true); After the page finished loading I selected a new link, command line said it loaded but mozilla displayed the same old bug list. Even back and bookmarks don't work. This bug is reproducible.
Does this happen if you remove those reflow preferences? (Note that for changes to prefs.js to do anything, you should edit it while you're NOT running Mozilla.)

Taking out the preferences doesn't affect mozilla (I quit mozilla first, of course). Mozilla continues to flash between black, white and page. Also, I noticed that the title changes back and forth from "Bug List - Mozilla" to "Mozilla". Also, clicking on stop is ignored. But if I click on a link while it's flashed to the page everything stops flashing but the link doesn't load, instead the location bar reads the new link location, the console thinks the new page loaded successfully but the browser window finally shows a non flashing bug list (which is entirely useless because I can't get to the links.)

Doesn't sound like networking to me. Sounds like layout.

I thought I had seen this bug before, bug 21013 seems to be describing the same thing. Although I think I've seen another lengthy bug report that this is related to. *** This bug has been marked as a duplicate of 21013 ***

This is clearly not fixed; and since bug 21013 is marked as WORKSFORME- and it indeed does for me - I'm reopening this bug, because it's still broken. Sometimes I have to hit reload a few times, but the bug eventually shows up. I'll attach a screen shot next.
