Launch mail. Create new message. Enter, say daver in the to: field; hit tab or click in subject to move focus, enter text. daver stays in to: field but @netscape.com does not get appended. It evenutally works so something in a later code path appends the netscape.com. But that happens after the message window has gone away. I may not have meant @netscape.com so it could go to the wrong person. In contrast, enter daver in to: field, hit enter, and it autocompletes and/or appends a @netscape.com This is on NT with 12.17.99 release build.
In 4.x, it was the auto-complete code which did this work. So we can mark this a dup of bug 16354 if we intend to append the domain using auto-complete in seamonkey.

Using build 19990209m14 builds on win98, mac and linux tabbing in the addressing field will append the @domain and take you out of the addressing pane and into the subject field just like 4.5x. The second scenario where you type in a partial name, then click in the Subject field is also working, however there is a display problem where the subject field jumps up in the addressing pane (that is another known bug and doesn't affect the fix for this bug. Verified.
