220791 - new tab button disappears when last tab is closed and is not restored on browser restart

If the "hide the tab bar" preference is not checked so that there is an open new
tab button open and the final tab is closed by clicking the close tab button on
the right, the open new tab button disappears.  Upon closing the browser and
reopening, the tab button is not available and the browswer behaves as though
the "hide the tab bar" preference is checked.  

Users can resolve this by selecting the "hide the tab bar" option and closing
the browser.  Then reopen the browswer and deselect the  "hide the tab bar"
option.  Finally, when the close the browser and reopen it, the browser will
have the proper options displayed.  Also, using CTRL-T to open a new tab will
resolve the display issue for that session only.  Upon exiting the browser and
restarting, the display does not include the "new tab" button.

This is true on both linux and windows platforms.

Reproducible: Always

Steps to Reproduce:
1.  User has browser.tabs.autoHide, false option enabled
2.  User closes last tab
3.  button to open new tab is no longer available even after exiting  browswer
and restarting


Actual Results:  
New tab button was no longer available even after exiting browser and restarting

Expected Results:  
The new tab button should have been restore when the browser restarted

This problem occurs on both 1.3 for Windows (under Windows XP) and 1.4 for Linux
(under RH 7.2 and RH 9).  I will test 1.5 RC2 / Windows this evening.

I'm confirming this with the 1.5 release version. Undesired behaviour. I filed a
workaround / avoidance at bug 224110 although if this was fixed it would be
unnecessary.
