220866 - Image Magnify cursor does not change after action until cursor is moved

The cursor that shows the + or - for magnifying images does not change after
zooming in or out, unless the mouse is moved.

Reproducible: Always

Steps to Reproduce:
1.Left click on any image that is fit to the screen
2.Do not move the mouse after
3.Can continue zooming in and out without the cursor changing for as long as you
want

Actual Results:  
Cursor did not change

Expected Results:  
Cursor should refresh after clicking, not just after moving. If you zoom in on a
image (fit to screen -> actual size) the cursor should imediately become (-)
instead of remaining  as (+)
