After updating all of my cygwin stuff to the latest versions today, a mingw
build hung generating dependencies for netwerk/dns/src/punycode.c.  A bit of
investigation showed that mkdepend was having trouble with something in
<limits.h>.  I was able to fix it by updating mkdepend to the current version
from XFree86 CVS (my guess is that it's the fix for #include_next, which seems
to be used in mingw's headers, but I'm not sure).
(note: this also includes re-applying my patch for bug 220595).
