This patch adds a 'type' field in the bugs table, adds a intermediary page to
choose the type of entry you want to add to the database. Based on this the
create/edit templates can be customzied.. If the system find
createProject.html.tmpl it will take it instead of create.html.tmpl..

no, I don't think it's a dup of bug 9412. However, I think that bug 9412 can be
solved with this approach. I prefere having custom bug types, which can be
easily plugged into Bugzilla.

We like to create such a bug type for collecting requirements, user feedback, etc.

Bugzilla supports custom drop-down fields which you can use to achieve this.
