currently they do.
I would say this order should happen: prefs -> ~/.mailcap -> gnome -> /etc/mailcap

I prefer aUserData to aPrivateData...

I'm torn on this because the GNOME settings can also be per-user. However, I
suspect that anyone who knows enough to edit a .mailcap file will be able to
resolve a conflict from this.
