navigator.javaEnabled() is returing false even though java plugin is installed correctly

This bug exists for some Mac versions (97613).  I can only assume that it got
dragged into the windows version.  I have Java plugin installed and "Enable
Java" checked in the advanced settings, yet "navigator.javaEnabled()" is still
returning false.  If I unclick the "Enable Java", click OK, then go back and
enable it again, only then does "navigator.javaEnabled()" return true.  This
work-around DOES NOT survive a restart of Mozilla.

Reproducible: Always

Steps to Reproduce:
1. install Java plugin
2. execute some javascript that calls navigator.javaEnabled() i.e.
3. witness that "false" is returned
4. go to preferences - advanced, unclick java enabled, click OK
5. witness that "false" is still returned
6. go back to perferences and reenable Java
7. witness that "true" is being returned from "navigator.javaEnabled()"
Actual Results:  
couldn't access a page checking for the java plugin

Expected Results:  
should return true when Java plugin exists

This is outside the domain of JavaScript Engine.

This could belong to the OJI component, as with bug 97613;
or to DOM, I don't know. Reassigning to OJI as a guess.

Agreeing with comment 7, I'm marking it WFM. The attachment test case now prints "true", as does the test URL in bug 97613.

Please reopen if anyone can reproduce in a recent nightly.
