In the new chart pages - after adding a dataset, if I fill in an invalid date in
the Date Range fields (such as 2003-10) then click on the Chart button it
generates an error.

Undefined subroutine &Bugzilla::Chart::ThrowUserError called at
Bugzilla/Chart.pm line 95.

It appears that a "&::" is needed in front of the ThrowUserError call on line 96.
