DESCRIPTION:  The first time a given menu on the menubar is opened, it seems to
"slide" open to its full size.  This seems to be happening because some parts of
the menu are being redrawn as the items are added, or something.

This is most visible with the "View | Character Set | More" menu, which takes
quite a few seconds to show up the first time it's opened.  What I see when I
click it the first time is:

 * gray box forms where the menu would be if it is small
 * this box grows downward until it hits the bottom of the screen
 * this box grows upward until it hits the top of the screen
 * it flashes a bit
 * the menu is displayed

If I use this menu again, it doesn't happen.

STEPS TO REPRODUCE:
 * Load mozilla
 * Select "View | Character Set | More" (the first time!)

ACTUAL RESULTS:
 * menu opens gradually, as described above

EXPECTED RESULTS:
 * it should show up instantly

DOES NOT WORK CORRECTLY ON:
 * Linux, mozilla,

I think this is a separate bug.  That bug seems to cover testing for available
screen space and flashing, but this bug is about the fact that the items seem to
be added one at a time, and the menu popup (without the items) is drawn each
time.

I agree, that these bugs are different. Reopening

I still think this bug is just slightly different symptoms, but the same
underlying cause, as 21019.
Waterson, are you working on this, or is this something Hyatt/myself should be

This was partially fixed a while back. There are still some performance
problems with VERY large menus: see bug 21477.
