After selecting the pre-installed Modern theme, no buttons show up at the top of
the Mail/News window (the Mail toolbar) or at the top of the mail Compose window.

Reproducible: Always

Steps to Reproduce:
1. Select Preferences->Themes->Modern->OK
2. Restart Thunderbird
3. 

Actual Results:  
No buttons are displayed in the mail toolbar or at the top of the Compose window.

Expected Results:  
Rendered buttons according to the Modern theme.

Should Tunderbird even hand print preview? Shouldn't it just get handed off to
Preview?

Hmm... not sure what I was talking about for print preview...

WFM (note: Modern theme doesn't switch over --> no modern theme just pinstrip)
