Steps to reproduce:
-send a message with plain text attachment containing non-ascii chars;
-get the message and click Reply;
-now observe the contents of the attachment:
all non-ascii are gone

I can reproduce this with the attached data.
I attached that file and sent as HTML mail. After received the mail, I did reply
quote, all accent characters were not displayed (and not included in the sent
mail).

How are we dealing with attachment without charset headers
in reply? The one sent from 4.71 has a charset parameter set
to iso-8859-1 and the one from Mozilla does not. The former
can be quoted without a problem but the latter cannot.
Isn' this a known issue?

Naoki, if we include Latin 1 accented characters in the body
using Mozilla, then the attachment is quoted correctly.
Don't we have a bug which addresses a similar issue:

http://bugzilla.mozilla.org/show_bug.cgi?id=20997

Could this bug be resolved in conection with that one?

verified as such in 2000-01-28-M14 Win build, the problem doesn't occur any 
longer.
