I want to have always tab bar visible. The only one option which is about it is
"Hide the tab bar when only one tab is open". So I put it off. On Navigator
start I really get tab bar visible with one tab where is home page displayed.
But when I use 'close tab' button (cross on the right of tab bar) the tab bar is
hiding. In my opinion it should do nothing when there is one tab opened. It is
little uncomfortable to use 'CTRL+T' or 'File->New->Tab' then - I prefer use
one-click button, such as this which is on the left of tab bar (but which is
unvisible when tab bar is hidden). 

Reproducible: Always

Steps to Reproduce:
1. Put the "Hide the tab bar when only one tab is open" option off
2. Open Navigator
3. Press cross button on the right of tab bar

Actual Results:  
Tab bar is hidden

Expected Results:  
Tab bar should be still visible
