Using the following builds:
Windows: 1999-12-20-12
Mac: 1999-12-17-10
Linux: 1999-12-20-12
Steps to Reproduce:
1. Download the three attached files. There is one document for FRAMESET and two
FRAME documents
2. Open the first document in the browser
Expected result: Frames should display on the screen
Actual results: Windows and Mac are okay. Linux does not display frames - only
the text within the frames.

I just tested this for nisheeth with today's build and it works fine for me.
Try with a more recent build and reopen if you are able to reproduce it still.
