when a page is first loaded, it displays normally. if the browser is resized,
the viewport will begin to shake vertically, about 2px up and down, oscillating
a full cycle (up/down) about 3 cycles/sec. cpu usage around 20% during this.
multiple instances increase cpu usage linearly.
Reproducible: Always
Steps to Reproduce:
1.load any page
2.resize the browser in any direction by any amount
Actual Results:
screen flickers vertically
Expected Results:
nothing
have uninstalled/reinstalled, no change
