In the Bookmarks Manager, I can't export bookmarks if "Bookmarks" folder selected.
If I select "Bookmakrs Toolbar Folder" folder, I can export.
Reproducible: Always
Steps to Reproduce:
1. open Bookmarks Manager
2. select "Bookmarks" folder
3. do File->Export
4. select "Bookmarks Toolbar Folder" folder
5. do File->Export
Actual Results:
after step 3 nothing happens
after step 5, the export happens
Expected Results:
after step 3 the export should happen

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs, filter on "beltznerLovesGoats" to get rid of this mass change
