There are some potentially huge gains in startup performance and small gains to
be had in page load performance by using prebinding and doing a static build for
Firebird. Discuss and investigate w/bryner.

Attachment: Patch to fix prebinding breakage in Firebird

Relocate nspr dll by a little more so that the Firebird binary does not overlap
and cause problems. Patch by bryner, r=ben.
