The change multiple bugs at once page doesn't honor the usermatchmode when it is
NOT off when adding names to the cc lists.

Reproducible: Always

Steps to Reproduce:
1.ensure the the usermatchmode admin param is NOT off
2.click on the "Change Several Bugs at Once" at the bottom of a buglist.
3.enter an imcomplete name in the CC List: field
4.click on Commit

Actual Results:  
It complains that the name is not a valid username.

Expected Results:  
Offered a list of matching user names to choose from.

This patch seems to work.  I have not tested it much though.
