Not sure if this is a general tree widget issue, but currently a folder with no
bookmarks can be "opened" and "closed" and shows a twistie.  This is not
standard behaviour on any apps I've seen - usually the twistie does not appear.

I did, but hyatt ended up changing it back since I imagine it ended up messing
up some other code.  I think we decided that this would be fixed in the tree
cod.  Items with no children won't be allowed to be opened.

this looks fixed. current behavior is to show open/closed state but no twisty for
empty folders.
