Details

In the main browsing window when I want to scroll the page I use the mouse on the scroll bar. However if I press the mouse button below the scroll thingy ( the bit you actually move ) and then let the mouse button go ( i.e. I want the scrolling to stop ), the scroll thingy keeps going to the bottom of the page!

looks like a toolkit issue (probably known --- I've seen it myself quite a few times)
Since bug 20476, "Clicks close to scrollbar thumb causes scroll-to-beginning/end", Assigned, M14, already has a DUP, marking this bug as a DUP of it.
