Anytime I create a bug this error comes up post_bug.cgi: Insecure dependency in
exec while running with -T switch at /usr/local/www/bugzilla/post_bug.cgi line 303.

The bug is filed, yet no mail goes out.



Reproducible: Always

Steps to Reproduce:
1.click 'new' bug
2.enter bug details
3.click commit

Actual Results:  
I get the following error in the browser and in the http-error logs
post_bug.cgi: Insecure dependency in exec while running with -T switch at
/usr/local/www/bugzilla/post_bug.cgi line 303.


Expected Results:  
that it would email the bug to the cc and owner
