224898 - Bookmarks not showing on toolbar, Bookmark Manager > Set as Bookmarks Toolbar Folder doesn't work

Imported bookmarks from Firebird-0.61 profile and then I had two copies of all
toplevel bookmark folders.  Kept most from 0.61 and deleted those from 0.7. This
detached any special flag to get something to show in the toolbar, so my
bookmarks toolbar is just a grey line.

Tried to use the Bookmark Manager and chose View > Set as Bookmarks Toolbar
Folder.  The "Location" column shows NC:PersonalToolbarFolder when I do this,
but it never gets written out to bookmarks.html or takes effect in the toolbar.

Edited bookmarks.html by hand with Firebird closed and it came back.  But I
would have expected "Set as Bookmarks Toolbar Folder" to work.

Reproducible: Didn't try

Steps to Reproduce:
1. Imported bookmarks from older firebird
2. Blow away current "Bookmarks Toolbar Folder"
3. Try to set imported on using  Bookmark Manager > View > Set as Bookmarks
Toolbar Folder
4. Observe there are no bookmarks on the toolbar.

Actual Results:  
Watery eyes and eventually tears.

Expected Results:  
Should have put the folder I chose back in the bookmarks toolbar.  Couldn't get
any folder to show up there using the Bookmark Manager.
