When options is open and another sub-dialog is opened, trying to open
preferences from another Firebird browser windows causes an error message saying
it has to close Firebird.  I am running Windows ME.

Reproducible: Always

Steps to Reproduce:
1.  Open two Firebird browser windows.
2.  In one, open preferences using Tools->Options.
3.  From options, open another window (example: go to the downloads tab, and
press the "Plugins..." button.)
4.  From another browser windows, try to open preferences (Tools->Options.)

Actual Results:  
A Windwos error message appears, saying that Firebird will be closed.

Expected Results:  
Firebired should have brought the options dialog into focus.
