When I set preferences for Popup Windows to block unrequested popup windows I
still get popup windows

Reproducible: Always

Steps to Reproduce:
1.set preferences for Popup Windows to block unrequested popup windows

Actual Results:  
The preferences does get applied in the GUI. I still get popup windows.

Expected Results:  
Popup windows still popup.

This feature use to work... not sure if it was from 1.5 to 1.6 or 1.6 to later
patches.

does this happen on all pages or only specific ones?

Happens on all pages..  In  fact it just happened on this page as I update this
bug. The  popup windows are usually MS Internet Explorer windows pages.

mozilla does never open MSIE. some other program on your system must be doing that.
