Is there a reason we're still including the footprint of p3p? There's no UI, and I don't think we're utilizing anything in it. It saves about 20k off the build size on Windows.
plus a bunch more for the chrome that goes with it.
ccing pch, since this actually creates a dependency on comm.jar currently we don't use it, we don't have UI for it, and I doubt we'll ever expose this unless someone builds an extension for it
