Reproducible: Always

Steps to Reproduce:
1.Try downloading a file on OS X. Here's one for example:
http://www.ibrium.se/npd/NPD_latest_X_version.tar.gz.
2. Note the dialog box that displays. The OK and the Cancel button have about
10-15 pixels cut off from the bottom. Also, the dialog box needs to be redrawn
so that there is space between the button and the bottom of the box.

I'm not getting the clipped OK/CANCEL buttons on Mozilla 1.7.2 Windows with
Classic or Modern Theme at 1024x768 resolution Mozilla full screened for the URL
you have given.

But I know this happens for other pages (e.g. go to
http://graphics.tomshardware.com/graphic/20040809/index.html and click the link
"downloaded here"

You will see that Ok/Cancel buttons are clipped near the bottom in both Classic
and Modern Themes. Screenshots:

I confirm this behaviour on 1.7.3 on Windows 2000. However, the dialog is
clipped from the bottom only for the first time you try to open a file of
unknown type.

Both classic and modern themes are affected.

This behavior is occurring on 1.7.3 WinXP w/ Modern theme (at least) for
two-option dialogs (partially cut off, but ugly looking) as well. The second
time the dialog is opened, it is correctly sized, but some 3-option dialogs have
buttons almost completely cut off as seen in a previous attachment to this bug
and still partially cut off for subsequent instances.
