225388 - download window is full screen, can't see the whole screen. Can't close the preference screen

click on a file to download, the window becomes full screen.  Also, can't close
out of the preference box, none of the buttons work or the X in the upper right
corner, have to kill Firebird via the task manager.

Reproducible: Always

Steps to Reproduce:
1.Click on a file to download
2.The window is full screen.
3.

Actual Results:  
Window is full screen

Expected Results:  
window sizable or centered in the screen.

Also, a bunch of times today I could not close the preferences window, I had to
kill the program from the Taskmanager.  The Close / Ok or corner X didn't work.
