Save Attachment 122368 [details] to your hard drive.  Open it from your hard drive, and
then add your local hard drive to the list of sites that are excluded from
pop-up blocking.  Then, using Tools->Options->Web Features and try and remove
"file" from the list.

You cannot remove it.

Expected Results:  
You should be able to remove it.
