225969 - some german umlaute are not displayed correctly

if I visit the url above and klick on download, a licence agreement will be
shown. If I chose the german one the umlauts in the testbox are not displayed
correctly:
for example the german ue (charecter 252 in iso-8859-1) is displayed like char
250. The same appears to the oe (246) as 243, the AE (196) as 193, the UE (220)
as 218 and at least to the OE (214) as 211. Ther is no problem with the ae (ä)
and the sz (ß). 

This Ploblem also occurs in older OS/2-Versions of Mozilla.

This Ploblem does not apear in Netscape 4.61 for OS/2.
This Ploblem does not apear in Mozilla 1.5 for Windows.

This Ploblem does not apear in normal HTML-Text.

This problem also occurs in mails with iso-8859-1 text if the umlaut is coded as
"=FC"
It does not occur if the same umlaut is coded as "ü"

The problem does not depend on the german language pack (de-AT). Installing
Mozilla 1.5 without this package produces the same results.

there is a small difference between the url you posted and my description:
at your url "normal html" is shown (sorry i'm not familiar with the html
language) with a pretty arranged text in arial. This text is displayed correct
in my browser.

But if you follow my instructions, you will find a small box with the same
content as a "simple text" in courier. This text is not displayed correctly on
my system with Mozilla 1.5 ON WARP 4.5
