The "work online"/"work offline" dialog displayed at Mozilla startup when
offline.startup_state is 1 should have either a "don't ask me again" button or a
message stating that the dialog can be turned off via Edit -> Preferences ->
Mail & Newsgroups -> Offline.  In some cases (such as a profile imported from
Netscape 4.x) it is possible for offline.startup_state to be set to 1 without
user interaction, and there is currently no obvious way to disable the dialog.

Steps to Reproduce:
I have just found this new horrible feature in mozilla 1.6b: it asks
me EVERY time whether to start online or offline despite the fact that
I have a permanent cable modem.

Please add a 'don't ask me again' button AND, if appropriate, include
something in preferences for people to turn it on or off.

It definitely should not be a permanent feature of mozilla startup.

For anyone else who looks here. The information in bug 225691 explains
how to fix this. You have to go to edit -> preferences -> mail/news
 -> offline

which is rather silly because the problem arises if you just start mozilla,
without doing anything about mail/news.

At least users can fix it, but I don't see why the default was changed
to make this dialog always happen at startup, and if it is the default
the startup panel should make it easy for users to change the default.

The default didn't change, you had set that value before, long ago in Communicator. 

The dialog only came up if you had a single profile (which would bypass profile
manager). In later versions of Mozilla, we have added this feature, but often it
comes up when it shouldn't (it should not appear if you used Profile Manager to
startup).

If you create a new profile, you will see this doesn't happen.
