XML has this cool thing called attributes.  We should use them :-)

If tidying up the XML to use attributes etc. is still wanted, then I'm willing
to work on it.
Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you
are dealing with this bug, please assign it to yourself.

I don't think altering the XML format is the way to go. This would make generated XML files incompatible between different versions of Bugzilla. Comment 0 is not a good enough reason to change the format, IMO.
