Instead of the "on/off" radio buttons for all the "commenton" parameters, there
should be a multi-select, like this:

Require Comment on Status Change To:
---------------
| NEW         |
| UNCONFIRMED |
| RESOLVED    |
| ...etc.     |
---------------

Require Comment on Status Change From:
(same box as above)

Require comment on Resolution:
---------------
| FIXED       |
| DUPLICATE   |
| WORKSFORME  |
| INVALID     |
| ...etc.     |
---------------

This would be a nice UI, and also would _really_ help customers who have custom
statuses and resolutions (like me).

Bugzilla 2.20 feature set is now frozen as of 15 Sept 2004.  Anything flagged
enhancement that hasn't already landed is being pushed out.  If this bug is
otherwise ready to land, we'll handle it on a case-by-case basis, please set the
blocking2.20 flag to '?' if you think it qualifies.

We implemented this differently, using editworkflow.cgi. No reason to come back to multi-select fields.
