After wasting 10 minutes of my time searching for a duplicate thinking that the
reporter was referring to selection by double-clicking (worksforme, anyway), I
realized that this could be a request that when one drags the mouse during a
select, a text widget should scroll.  However, that works fine for me too.

So both things I thought this bug could be work fine.  If the reporter doesn't
clarify (preferably by appending a bug report, in the "Additional Comments",
along the lines of those described in
http://www.mozilla.org/quality/bug-writing-guidelines.html ), this bug should
probably be marked WORKSFORME or INVALID.
This looks like the same sort of issue raised in bug 22698 on the Mac, but
I'm not sure where this is coming from. This isn't happening with M12
on NT, nor with an M13 build on NT or linux, for drag-selection.

Tested with:
M12 Release on Windows NT 4.0sp3
1999-12-25-08-M13 nightly binary on Windows NT 4.0sp3
1999-12-25-08-M13 nightly binary on Redhat Linux 6.1 (gnome+enlight)
No follow-up received after one month; resolving as WORKSFORME per sidr & 
dbaron's comments.
