Details

Per discussion with bz, the Plugin override UI should be merged with the type
list in the Downloads panel, i.e. types should receive a new handle option in
the Change Action dialog: "Handle with Plugin" - if a plugin is available for
that content type. This makes the UI more obvious - at present it's not entirely
clear how "Plugins" relates to "Downloads" or that disabling plugins for
specific types isn't disabling in-page plugins.
