On 10.3 this is not the case. Reproducible: Always Steps to Reproduce: 1. Command + Alt + Click drag scroll a web page. Actual Results: The user select table cells. Expected Results: The user shoudl get the Micky mousehand and be able to drag scroll through the webpage. Seedling from Bug 150297.
