227401 - completed downloads should be listed in start order

The current behavior of the download manager is to keep the active downloads at
the top of the list and the completed downloads at the bottom of the list -
which is quite nice. 

The downside to the current behavior is that it leaves the finished downloads
listed in last completed order which is unintuitive. Ideally, we'd preserve the
current behavior of sorting the active downloads to the top of the list but when
they finish then slot them in to the completed list in start order.  

This would give the user the advantage of keeping the active downloads visible
while preserving the much more intuitive start order for locatind completed
downloads.
