Also, the popup notification does not appear to indicate the download is complete. Reproducible: Always Steps to Reproduce: 1. Goto http://texturizer.net/firebird/extensions/ and try to save an xpi file from a fast server. The download manager will not open. 2. Goto http://ftp.mozilla.org/pub/mozilla.org/firebird/nightly/latest-trunk/ and download a nightly build. The download manager will open. Actual Results: Download manager does not open. Expected Results: Download manager should open even for small files that take < 1 sec to download.

This is the way that the system was designed. The download manager is not invoked for files that do not take long to download.

I do not agree with the design then. What if I wanted to launch the file or show the file's location after I downloaded a small file? Then I'd have to do it manually. If anything, there should be an option to use the old download windows instead of the new download manager.

There's a hidden pref to control the delay. Use about:config to set: browser.download.manager.openDelay to 0 There will be no UI.
