It does allow users to create and read folders from with Thunderbird. i.e. I created a READ folder, which shows up through TB and on the system. I can not delete (i.e. "Expunge") messages from the system on any folder other than INBOX. Reproducible: Always Steps to Reproduce:
This is for Thunderbird 0.4 and below.
