when you go to www.tweakers.net and you click with the middlemousebutton on the
white area in the middle, the autoscroll-icon doesn't appear, you can see that
when you click next to the white area that the mouse-scroll-icon is below the white.

Reproducible: Always

Steps to Reproduce:
1. go to www.tweakers.net
2. go to the bottem
3. middle click on the white area (you can't see the icon)
4. middle click on the gray area (you can see it)
5. middle click on the between the white and gray area (you can see that the
part in the gray area is visible and the part in the white area is not)
Actual Results:
the icon is visible/not visible. It depends of where you click.

Expected Results:
it should show the icon ALWAYS on top.
This is probably a duplicate of bug 215825
