The scrolling headline will show up correctly when the page is first rendered,
but if you scroll down a page, it still shows up.  It shouldn't be there

Reproducible: Always

Steps to Reproduce:
1. go to www.jpost.com
2. page down one page
Actual Results:  
the scrolling headline shows up in the same coordinates as before, but it
shouldn't be there.  it just overwrites whatever is there.


Expected Results:  
the text should not have shown up at all.
