Mozilla does not seem to let me scroll using the margin of the touch pad and
synaptics touhpad v5.7

Have you tried reinstalling your mouse driver?

synaptic driver issue, not a mozilla bug.

there are no newer synaptics drivers for my device, I have the most current 
one that will work on my system.
